Tom is masterminding the whole thing from conception to plans to construction. He signed off on the plans to build the super center in Detroit — the church never would’ve done it without his approval.

But The ENQUIRER can reveal Tom still harbors “deep feelings” for Katie, with a spy claiming he’s said: “I’ve never fallen out of love with her.” According to the source: “Opening the super center in Detroit is his way of luring Katie and Suri back to Scientology. “He’s got to be lonely and perhaps feels Katie’s the one who understood him best.”

Katie, whose rep said she and Tom “do not have open dialogue,” has rejoined the Catholic church and shown no interest in returning to either Tom or Scientology. Still, Jack Sushko, HCO executive secretary of The Church of Scientology in Farmington Hills, Mich., told the The ENQUIRER she'd be welcome.

“The door is always open," said Sushko. "It would be great to see her back.” But Katie would need to have the “SP” order canceled. To do that she’d have to complete the “Steps A-E” program.
