The news that Philip wouldn't be charged was released by British prosecutors. "We took into account all of the circumstances in this case, including the level of culpability, the age of the driver and the surrender of the driving license," said Chris Long of the Crown Prosecution Service. "We have decided that it would not be in the public interest to prosecute."

One of them was a woman named Emma Fairweather, who
put Philip on blast for sending her a half-a-s apology after the accident.
"He said, ‘The Queen and the Duke of Edinburgh would like to be remembered to you’. That’s not an apology or even a well-wish,” she told
Sunday Mirror at the time. “It would mean the world to me if Prince Philip said sorry but I have no idea if he’s sorry at all. What would it have taken for him and the Queen to send me a card and a bunch of flowers?”

Not only did Philip issue a public apology to Fairweather, he also agreed to give up his driver's license to avoid any more accidents in the future.
