This is the first of a two-page memo — dated Jan. 27, 1998 — that was part of a sinister and wide-ranging conspiracy to dig up dirt on former White House intern Monica Lewinsky. The memo was written 30 days after Monica, then 24 years old, had made her final visit to the White House.

The disturbing document, with the second page shown here, is dated just 15 days after Linda Tripp contacted Whitewater Independent Counsel Ken Starr about Bill’s affair with the “portly pepperpot” — and produced secretly recorded tapes to prove the shocking charges!

“Monica was known among the parents who drove her in a car pool when she was attending John Thomas Dye School as ‘very unstable and emotionally needy; someone who made up lies all the time,’” reads the memo. “These are the words of [redacted], one of the mothers in the car pool. She also said she was known not to have dated either in high school or college (though, from the rest of what has turned up, I find that hard to believe).”

The disturbing memo came to The ENQUIRER from its own author — Jeff Rovin, a trusted Clinton fixer who was paid $4,000 a month by the couple from 1991 to 1998 to silence Bill’s bimbos with hush money. If necessary, Hillary's hired gun was also sanctioned to produce vicious smear campaigns intended to discredit their reputations!

The ENQUIRER has independently authenticated the memo. In a reference to Monica’s mom, Marcia, Rovin wrote: “Lastly, [redacted] is digging for information on her mother, Marcia. It seems to be fairly common knowledge that she hung out at the bar at the Beverly Hills Hotel."

"Another woman," added the operative, "who frequently hung out with her, is a woman who figured as a witness in the O.J. Simpson trial, and [redacted] knows her and is getting much more information soon.”

Rovin also told The ENQUIRER that the smear campaign was ordered — and then orchestrated — by then-first lady Hillary, and involved officials at the highest levels of the Clinton White House. The memo was addressed to White House Deputy Chief of Staff Harold Ickes (pictured), and mentions other operatives working to unearth dirt on Monica!

“I knew Hillary was pulling the strings because any time a command decision had to be made, Ickes or someone on his staff was always like, ‘Well, I have to run it by Air Force One and I’ll get you an answer once I have word,’” Rovin revealed.

“I also had direct conversations with Hillary," revealed the fixer, "and she was very aware of my work. She was playing point on the operations a lot of the time.” A Beltway insider who had knowledge of the schemes — and Rovin’s role — told The ENQUIRER: “Using an ocean of lies, Mr. Fix It was able to kill scandal after scandal — and suppress stories that would cause voters to turn their back on the Clintons, lose trust in the highest office in the land, and crush Hillary’s ambition forever.”
