John Welsh, the Riverside County Animal Services spokesman, told
CNN that Deborah Sue Culwell was arrested outside her home in Coachella, California, on Monday, and could face up to seven counts of felony animal cruelty.

The heartless 54-year-old woman was seen in the
now-viral video tossing a tightly tied plastic bag of newborn pups near a trash bin at an auto store on Thursday, the Riverside County Animal Services said. A man who was rummaging in one of the dumpsters found the pups around 1 p.m. that afternoon and told a store employee, who then called animal services, according to

“If not for the Good Samaritan’s actions, the puppies may not have survived much longer,” the RCAS said in a statement. “The mid-day temperatures in Coachella on Thursday were in the mid-90s."
“There is no excuse for dumping puppies,” said Cmdr. Chris Mayer of the RCAS in a statement. “Especially in today’s age when we or other shelters would be willing to get those animals to foster parents or rescue partners. This was a shameful act.”

The puppies, who are believed to have been only three days old, were cared for by vets. The county is now working with a rescue group called MeoowzResQ to foster and bottle feed the baby pooches.
The RCAS also found 38 canines living inside Culwell’s home, and said that they weren’t friendly and were “not in great condition.”
