Tiger Woods says he wasn't drunk when pulled over on DUI charges in his latest scandal, and the cops agree — but the arrest report obtained by The ENQUIRER reveals why cops hauled him off to jail!

Tiger was busted early Monday morning in Jupiter, Fla., with the report saying that police found his Mercedes "stopped in the roadway in the right lane" at 2:49 a.m. — adding: "Woods was asleep at the wheel and had to be woken up. The vehicle was running and the brake lights were illuminated, as well as the right blinker flashing."

The report went on to note that "Woods had extremely slowed and slurred speech." That was after the disgraced golfer began to make several confusing statements. "Woods stated that he was coming from L.A. California from golfing," said the report. "Woods stated that he did not know where he was. Woods had changed his story of where he was going and where he was coming from. Woods asked how far from the house he was."

"It should be noted," added the cops, "that Woods was headed south bound away from [his home]. The police also observed that the hard-living legend was "cooperative" — but also "confused," "sluggish," "sleepy," and "unable to walk alone." And while Woods declined to take a breathalyzer, police agree that the golfer wasn't drinking. Instead, the paperwork shows that Tiger was busted for being under the influence of narcotics!
