Dick Morris Reports... President Trump is in the middle of a brilliant maneuver to repeal Obamacare without even asking the Democrats in Congress to go along — by pulling Obamacare’s teeth! He is not destroying Obamacare. Instead, he is making it voluntary. He knows that if nobody is required to sign up for its ridiculous plans with their sky-high premiums and gigantic deductibles, then nobody will. Good-bye, Obamacare. But how is he doing it?

First, President Trump has instructed the IRS not to enforce the requirement that people have to buy health insurance or pay a fine. The fine will remain on the books — only Congress can repeal it — but the government won’t ask anyone to pay it. Some idiots might still send in checks, but it's not very likely. So, in practice, nobody will have to buy health insurance unless they want to.

Second, the president has directed the government to accept any sound health insurance plan that a consumer wants to buy. Currently, under Obamacare, the government will only accept policies that cover everything. To get Washington’s OK, it had to cover sex change surgery, psychological counseling, substance abuse treatment, mammograms (even for men), and everything else. That’s why the premiums on Obamacare and the deductibles are so high.

So, the president is saying that anyone can get a policy covering whatever they want as long as it is not fraudulent and is financially sound. Young couples — who want only catastrophic insurance in case they get a major disease or are hit by a bus — can get it without paying for coverage for everything else. And then, Trump will continue the subsidies (or tax credits) for buying health insurance.

The result: Subsidies for health insurance for any policy you want. Children will still be covered on their parents’ plan until they are 26. Pre-existing conditions must be covered. No raising premiums when you get sick. Meanwhile, the media is asking, "Where is Trump’s plan to replace and repeal Obamacare?" They attack him every day for not proposing a bill to do it. They canvass members of Congress to ask how they will vote when the president makes his proposal — but they all miss the basic point!

Once you take the government’s foot off the neck of the American people, the private insurance market place will function as it always has. The President will continue the subsidies so all families can afford health insurance, but he will eliminate the requirement that the plans cover so much that they are too expensive — even with the subsidy.

Without the requirements that people buy 100% full insurance, Obamacare will wither away on its own. People will buy the insurance they want and need and — with subsidies — that they can afford. No gridlock. No deals. Just repeal of Obamacare, and replace it with a voluntary system. Bravo, Trump!
