Nemesio Oseguera Cervantes — who goes by the title “El Mencho,” which is Mexican slang for nemesis — has replaced El Chapo as the most feared drug lord on the planet!

“He’s public enemy number one — and he’s got an army of bad guys!” declared Paul Craine, who was the top DEA agent in Mexico when now-imprisoned Joaquin “El Chapo” Guzman was captured and sent to the U.S.
El Mencho, 52, lived in the U.S. in the late 1980s, where he worked as a dealer before heading back to Mexico for a job — and paramilitary training — with the Jalisco state police force, according to investigators.

Using his police connections, reputation for violence and marriage to a highly placed mobster’s sister, El Mencho eventually secured the top spot in the Milenio Cartel.
“Where Chapo was more of the businessman on the trafficking side, Mencho came up as one of the enforcers for the cartel — so his career is built on violence,” said Craine.

After setting up his New Generation Cartel in the Mexican state of Jalisco ten years ago, El Mencho established his territory by dumping 35 bodies in the streets of Veracruz, cops said!
Two years later, they claimed his sociopathic thugs raped, murdered and burned the body of a ten-year-old girl they mistakenly thought was the child of one of his rivals.

His tactics have brought a new brand of savagery to the international drug game.
“His method of killing is more akin to ISIS than the cartels,” according to narcos expert Daniel Solis. “Never before has how they kill — in the numbers that they kill — been seen in Mexico.”
“Unlike the other cartels, they function like a paramilitary organization,” Craine added.

And the Mexican government found that out the hard way on May 1, 2015, when it launched a predawn helicopter raid on his Jalisco stronghold.
But El Mencho was waiting. His troops shot down one of the choppers, then his men set fire to dozens of hijacked cars, buses, trucks, gas stations and banks.

When El Chapo was busted, his two sons made moves to take over his operation. But El Mencho was out to prove he was the new top dog in town, so he snatched the Guzman brothers and threatened to execute them unless he was paid a cool $2 million ransom.
He got his money and effectively put the Guzmans out of business, said lawmen.

The madman has vowed he’d die before allowing police to take him in — and most agree that will never happen.
“Mencho’s such a killer, I’d be surprised if he was captured alive,” Solis added.
