CHANDRA LEVY’s murderer is still walking the streets – and the man wrongly convicted of the crime is getting a second chance at justice!

In a bombshell development, shocking new evidence has forced the government to retry the man they put behind bars, The National ENQUIRER has learned.

A new witness said the pretty brunette – whose death destroyed the career of her married Congressman lover, Gary Condit – may have been heard screaming for help as she was assaulted in her own D.C. apartment.

In a case that riveted America, 24-year-old Chandra vanished without a trace while jogging in Washington’s Rock Creek Park on May 1, 2001. Her remains were found in the park about a year later. 

Chandra had been having a secret affair with Gary. Although he was never named as a suspect, the revelation contributed to his defeat in the 2002 election.

The cold case heated up in 2008 when detectives zeroed in on Ingmar Guandique – who was serving a 10-year sentence for attacking two other women in Rock Creek Park within weeks of Chandra’s disappearance.

The illegal immigrant from El Salvador was convicted of Chandra’s murder in 2010, and sentenced to 60 years.

But defense lawyers have always believed Guandique was framed by the feds, who allegedly covered up evidence that Chandra was murdered elsewhere, with her body dumped in the park.

Early in the last morning when Chandra was alive, a cry for help was heard by one of her neighbors.

The woman lived on the building’s tenth floor – seven stories above Chandra – and is said to have been found by public defenders who have obtained the new trial for Guandique.

“She has told Mr. Guandique’s lawyers that she called 911 at 4:37 a.m., to report a ‘blood-curdling scream’ from a woman in extreme distress,” a source close to the investigation told The ENQUIRER in an exclusive interview. “She said it may have come from Chandra’s apartment.” 

The ENQUIRER has also learned that Chandra’s mother, Susan, reportedly supports the new trial.

“She has long harbored doubts about whether they got the right man,” a family insider told The ENQUIRER. “That there was a woman who screamed has made her wonder: Was Chandra taken from her apartment, and was she dead?

“Nothing can bring Chandra back, but Susan knows how the government has covered up other cases. She wants to know the truth.”
