23-year-old Salman Abedi "was known to security services," a source told reporters, but was not considered a threat by authorities. He was born in Manchester to parents who had immigrated from Libya, and had spent his life in the city where he eventually murdered 22 people at the Manchester Arena. Sources have claimed that Abedi's entire family, with the exception of one brother, had recently returned to Libya.

This chilling note on social media clearly stated that Manchester Arena was set to be the site of a terrorist attack. The message was posted on Twitter, with the account now suspended. The social media site is refusing to comment on why the post wasn't flagged for an "Islamic State" hashtag, despite assurances by Twitter reps that accounts are monitored to detect “specific threats of violence against others.”
