People in California, New Jersey, Florida and British Columbia were "reached out and touched" by Charlie before prison officers discovered the phone.
Terry Thornton, a spokeswoman for the California Department of Corrections told the LA Times, that authorities weren’t sure what type of messages the convicted murder mastermind may have sent.
"I don’t know, but it’s troubling that he had a cellphone since he’s a person who got other people to murder on his behalf."
