The immortal bard, William Shakespeare once wrote, "The fault… is not in our stars, but in ourselves."  Not so, says Los Angeles Police Chief William Bratton.

The LA city council had been trying to pass legislation to keep paparazzi in check after much publicized brawls between celebs and paps.

City councilman Dennis Zine was behind the effort when it was learned that it cost a reported $25,000 for police to accompany Britney Spears to the hospital after her meltdown. 

Chief Bratton called Zine’s attempt a "total waste of time."

"If you notice, since Britney started wearing clothes and behaving; Paris is out of town not bothering anybody anymore, thank God, and evidently, Lindsay Lohan has gone gay, we don’t seem to have much of an issue," Bratton told KNBC-TV.

Across the street at LA City Hall, Zine held an ad hoc symposium accompanied by thesps Eric Roberts (The Dark Knight), Milo Ventimiglia (Heroes) and Jenn Aniston‘s main squeeze, John "Pretty Boy" Mayer.

Mayer, who hypocritically hosted an ep of TMZ, demanded all photogs be credentialed and registered.

According to buzz-cut joy kill John: all paps should be required to boldly display "a big white P" on their license plates.

Kind of like The Scarlet Letter by way of a McCarthy era witch hunt, eh John Boy?
